Blood tests: Testing a person's blood for glucose (sugar) concentration would be the first step. Additional tests might include something call hemoglobin a1c that reflects average glucose levels for past 3 months, or paired tests before & after a meal, or glucose levels after drinking a liquid with a defined amount of glucose.
