Might be: Can happen after a smear and should settle, however other possibility here is concurrent urine or even pelvic infection. Best to see GP/practice nurse as may be worth urine sampling +/- swabs (+/- pregnancy test if appropriate). Should seek urgent attention if fevers or severe pain.

?UTI: Light spotting could be quite common after cervical smear. Burning and frequency are common symptoms of bladder infections. Would be worthwhile to get it checked by your GP.
