Maybe normal: At age 17, your penile skin may still be changing in ways normal with sexual maturity, including more visible sweat glands and other irregularities, more prominent skin folds, etc. Most likely nothing is wrong. See a doctor for what will probably be a reassuring viewpoint. Your pediatrician may do this without telling your folks; or try a community clinic or Planned Parenthood.
