No: A woman who has very regular periods can estimate when she ovulated and estimate when conception happened. Nobody on Earth can tell exactly when her natural conception was, because there is no signal or sign when a sperm meets her egg. She can also estimate her conception date if she remembers exactly when she had sex. That said, almost never does it matter when conception actually happened.
