I've been taking baclofen for over 5 years at 10mg twice daily. i know you can't stop cold turkey. can i decrease by half & slowly wean off that way?

That: should be discussed with the prescribing physician. Generally Baclofen should be tapered off slowly to avoid withdrawal symptoms. Cutting by half may be too rapid a decrease.
