Prob. something else: It's unlikely to be herpes and very unlikely to have anything to do with oral sex. It could be a folliculitis (infection of hair follicles) or a pseudofolliculitis (ingrown hairs) or seborrheic dermatitis or one of several other things. Let a dermatologist make a proper diagnosis and start you on treatment.
