10 %: A goal of 10 % weightloss has shown health improvement. No telling if it will change the PCOS and regulate your cycles. PCOS has been shown to have a genetic component. Birth control pills can regulate your cycle if you are not trying to get pregnant. A 24 pound weight loss would be a goal.

At least 10%: Research indicates that losing at least 10% of your weight (in your case 24 pounds) can improve chances of fertility. However to have the greatest impact, losing enough to have a bmi less than 25 is best
