I had an echo and it showed right ventricular systolic pressure elevated 30-40mmhg. and mild to moderate triscupid regurgitation. is this normal?

This is not normal: but at the same time is not severely abnormal. You need to be evaluated by a cardiologist to determine the nature of your valvular heart disease and mild pulmonary hypertension in order to determine an appropriate treatment to avoid progression.

Not necessarily bad: The echo will give you a good idea of your heart function, but the pulmonary artery pressures are just an estimate. Even so, those numbers are not that high. To ascertain if you really have pulmonary hypertension you would need to talk to a cardiologist. Moderate tricuspid regurgitation does not usually translate into any clinically significant problem. Again, a cardiologist would be appropriate
