Was this on: an ultrasound report? It means that the bladder was not fully distended with urine(the optimal way to evaluate the bladder is when it is full), but looks normal.

Storage of urine: The urinary bladder is a organ made of muscle tissue and can expand when filling with urine made by the kidneys.Urien enters into it from tubes from the kidneys called ureters. The bladder stores urine and at some point when it is full and depending on different individuals, you get a sensation and have to empty your bladder , mostly when convenient !

Contracted bladder: Sometime bladder does not distend or fill to capacity related to scar tissue, infection, or neurologic issues. Sometimes chemotherapy , radiation therapy and other medications can contract the bladder with fibrosis. Certain kinds of surgery may interfere with bladder function. Sometimes early in life bladder does not develop to full capacity.

Urologist: That is not a very high post-void residual, but it is troublesome at your age. See a medical practitioner or a urologist for a prostate exam. Depending on the relative size of your prostate they may recommend either Flomax (tamsulosin) or Proscar and they will probably want to check your psa.
