Infection?: Without a picture it is impossible to say but it could be an infection or developing abscess. You should see your doctor to get checked out.

Small abcess : It sounds like you have an abcess or small cellulitis involving a hair follicle. If it is getting larger see your doctor. If it is staying the same, size, redness and tenderness, use hot compresses for 20 minutes a day (time it). Best wishes
