Yes to some extent : Darker our skin is more protected we are. We have more melanin from activation of the melanocytes - the pigment making cells. All humans have the same number of melanocytes. But more the sun exposure they are activated more. White people traditionally don't get their melanocytes activated as much as black people and Indians are.
