How safe were dental xrays in the 80s and 90s with regards to causing head and neck tumors of any type later on? used for checkups, fillings, etc.

Extremely Safe: Exposure dose very, very low. Beam is collimated to keep exposed area small. Machines are calibrated and periodically inspected to ensure correct output. I am unaware of a single case of oral cancer every being directly attributed to diagnostic dental radiographs.
