The reason why: ER doctors refuse to give an answer is probably because they need to visualize the injury and look up any potential cause for infection that a turtle can do. Turtles harbor certain bacteria such as Pseudomonas that can cause quite nasty infections, even blood infections. Therefore giving advice on the phone is absolutely not recommended without actually inspecting and diagnosing.
