Control your BP: Cardiovascular health is determined by many different factors eg. smoking, diabetes and obesity all increase your CV risk, whereas exercising regularly, cutting out salt in your diet and moderating alcohol intake are protective. Heart rate is less important, as long as it ranges between 50-100. High BP is a problem, and 140/90 requires non-urgent review by your doctor. 110/60 is healthier.

Clarify please: Does 14/9 mean 140/90? And 11/6 mean 110/60? The lower blood pressure is more likely to have better CV health however family history, previous history of event, smoking history, gender, lipid levels can all have effects on CV health and without knowing the overall picture of the 2 people we don't know who is healthier. Each person mentioned should see their doctor for a full assessment to sort.

Blood pressure: These are very low BPs suspect you left off a 0. In general the higher the BP the shorter life you will live and you will spend a greater portion of your life that you do live suffering from the consequences of HBP: stroke, MI, heart failure, vascular disease, AAA, kidney disease to mention a few. It is the running average that is important.
