Fracture: You may have developed arthritic change in the area of the fracture. Try taking an anti inflammatory to see if that helps. If it does not help then you need to see a physician and get a definitive diagnosis

Possible meniscus: The fibula head fracture should be healed and not causing much discomfort. It is also not in the main part of the knee joint and therefore arthritis in the knee is not from your fracture. However these injuries can be associated with ligament tears and meniscus tears. You should be evaluated again and possibly obtain an MRI.
