Probably not: It's unlikely that eating ice can cause fluttering under your rib. I don't know how old you are, but any chest symptoms are worth a medical eval to make sure there are no heart issues. If that's ok, I wouldn't worry about it. It's probably some muscle twitching. Might be gone by the time you read this. Are you anxious? Anxiety can give various strange body sensations that are not dangerous.
