Yes: This is not normal. You may be suffering from an autoimmune skin disorder. It is best that you see your GP and get a referral to see a dermatologist

Possibly: There are a number of auto-immune conditions that can cause ongoing blistering of the skin. A trip to your GP when you have examples of the blisters may help to narrow down the diagnosis. Alternatively you can take photos to show. If the GP is unsure they may need to refer you to a dermatologist who might take a biopsy.
