I had a cortisone shot in the knee as a diagnostic tool. if the shot works does not does that mean there is internal damage in the knee. meniscus?

No: Cortizone relieve inflammation and I am glad that you feel better. However, the success of the injection does not reveal the pathology. In other words, it could be a torn meniscus, it could be one cartilage, it could be inflammation of the lining, etc.
