Sometimes with my periods i get migraine symptoms without the pain. could bilateral tingling in the chin and lower lip be a symptom of that?

Prodrome, aura: In general, any prodrome or aura and the migraine pain can be associated with menses (catamenial migraine). If the symptoms you describe on the chin and lower lip have occurred before as an aura or prodrome, then certainly that's a possibility; however, if these are new, you should be seen by your health care provider to ensure nothing else is going on.
