It is genetic and-: Hormonal. Some people are programmed genetically to have chest hair while others not. American Indians are relatively deficient in chest hair, but have normal male testosterone levels. Of course low testosterone is a factor. That is easily checked. If low, applying gels or creams of testosterone may help. The counterpoint is that many men shave chest hair!
