My mum has a 10cm lump on the abdomen near to the right side of the waistline. the general surgeon who examine and touch it confirm that it is a lipom?

No: This would be a very large lipoma, it should be removed, especially if causing symptoms. The tissue should be examined by a pathologist to exclude malignancy (unlikely, but possible). Just feeling the lump can give a pretty good indication of what is going on, but removing it is best.
