Hard to be specific: CP implies an injury to the nerves in the motor cortex of the brain that control motor functions. Half of the motor cortex is devoted to the muscles of communication, swallowing, etc. As a label it can be used for someone with minimal problems of movement & posture. It can also apply to someone with poor control of movement & their speech mechanism.
