Likely normal: If they have always been like that and not getting better or worse, then most likely normal. There are specific medical conditions that can cause swollen ankles. Its a good idea to see the family doctor or internist for an assessment. A medical history and a physical exam maybe all that is needed. Low sodium (salt) intake may help.

Swelling: I would have an arterial doppler run to make sure you don't have a problem with your circulation. Are you very overweight ?
