Tough to say: I am glad to hear his Doc did "all testing." So assuring no STI's, etc. it may something as simple as some nerve irritation he has on the tip of his penis, and with time, this will go away. If it continues, have him see a Urologist and bring all the labs/testing done so far to assure all was indeed tested for. Best wishes.
