Sort of: There are a few people that genetically need less sleep, typically about 4 hours a night. This is pretty rare but runs in families. More often it is not 0-3 hours of sleep, they just only think that. Also very common that this is not every night and they "make up for it" on weekends or vacations. Human beings are very bad judges of how much sleep so he may be getting more.
