Rash: It would be helpful if you could send a picture! Might be fungal or dermatitis due to irritation from clothing, detergent..? Hard to say more without seeing the rash unfortunately.

Try wearing white cotton panties and avoid very tight fitting clothes like jeans. For further evaluation and advice, consult a dermatologist.
