They should but wont: Work comp is terrible about authorizing treatment including surgery. The congenital narrow canal is not work comp related but since you have narrow canal, you are likely to suffer earlier and more from any degenerative condition that narrows the canal more like disc protrusion, bone spurs, and ligament over growth. This can all arise from cumulative work comp related injuries.
