About 4 or 5 weeks ago, these red patches started showing up on the inside of my elbow. any idea what that could be?

Recommendation: It's difficult to tell what is this not seeing your rash. But because of location and time of the year, most likely it some kind of seborrheic dermatitis. You can use any eczema cream and Cortizone10 OTC twice a day. Good luck.
