Allergic reaction?: If two normal healthy people start to get similar rashes on just the neck and part of one arm, and the bumps are itchy, red, and raised, it is likely that they have some allergic reaction. Reactions may be to poison oak, poison ivy, cosmetics, sunscreens, foods they shared, animals they petted, etc... It could also be "bugs" that bit them both, such as mosquitos or other insects.
