Yes. Technique.: The ultrasound measurements depend on the "operator". If 2 people scan the same person, rarely do they choose the EXACT same location. Also, US pictures are grainy, so measurements aren't accurate. Therefore, measurements can vary from 1 scan to the next either because of measurement error or because what's there has changed. Yes, although not by: ultrasound is operator-dependent, meaning different techs can different results but the difference may not be signigicant
