Yes: If the amputation is just the toes or the toes and part of the long bones behind them you can walk. You may need an insert to alleviate pressure from the other metatarsals. Recovery depends on your other health issues, if you have good bloodflow to the foot and no infection recovery is about 2-3 weeks. If you develop any complications recovery can be longer.
