Lumbar spine: Consider l-5 disc protrusion or spinal stenosis. This is also the distribution of the sural nerve - check to see if you have an irregularity in the shape of the ankle area (lump?) that could represent something impinging on this nerve or if this numb feeling changes with movement of your foot/ankle versus movement of your spine/sleep position. Does it stop when you sleep in fetal position?

I tore my ligaments in my left ankle about a year and half ago. The pain in the ankle is bad but the pain on the outside of my foot is unbearable. At night i cannot sleep. Its like my foot is numb but there is pain.
