Skin condition: There are many different skin conditions that could cause this from dermatitis/eczema, psorisis, or something more serious. Depends on how long it has been there, other symtoms like itching or pain or if it bleeds or drains any. A picture would help. you may need it biopsied to find out specifically what is causing it. You could try topical hydrocortisone cream for a short period if it helps.
