Depends: Herniated discs are common in the area of prior surgery. If you have instability, fusion usually helps. Pain relief is difficult to predict in the second surgery. Your doctor can improve your chances of improvement with making sure you are ready for surgery with optimizing your health, blood sugar, vitamin d, and, of course, no smoking. Good luck.

Back fusion: Back fusion can be a very beneficial procedure when done for the appropriate situation. In patients who have had prior back surgery, oftentimes an adjacent level will eventually degenerate (whether due to natural aging or due to increased stress caused by the fusion or both is debatable) and lead to further problems which warrant surgery, especially if there are pinched nerves (stenosis) involved.

No surgery is good : Unless correctly indicated & preformed for the right reasons in the right patient but that does not always guarantee success. It is indicated when non op care has failed or may not be indicated as in a fracture, tumor or infection setting. Otherwise, when there is spinal instability or recurrent disc herniation with a significant back pain component or deformity present, fusion would indicated.
