Blood from where: Is the.blood from the rectum or the urine. 8 years is a long no time. Did he have any testing done? Need to clarify and give a good detailed history. What did your doctor say? Any other symptoms. Either return to doctor or ask for a second opinion

Fissure?: Fissures are painful so it would be likely that he would have an idea if that is the cause. Hope he has been evaluated again if that has reoccurred for 8 years (after the first visit)

Rectal bleeding: It's long passed time for a definitive diagnosis. He needs examination of the anus, rectum and, at least the descending colon. Make an appointment with either a gastroenterologist or colorectal surgeon so that appropriate testing will be carried out.
