Strong urge to move my foot and toes at rest or sitting down it won't go away unless i walk or move them. i have difficulty sleeping because of it.

RLS: sounds like you may have restless legs syndrome. I suggest a comprehensive physical exam to rule out any possible underlying illness.

Varies: There are a number of possibilities. Although you are young, it almost sounds like the symptoms of restless leg syndrome. You might consider a medical Checkup with a primary care doctor as a good place to start.
