First, I would be: suspicious that your thermometer is not measuring accurately. You are 3/10ths of a degree away from hypothermia! So first, I would confirm with another, possibly more reliable thermometer what your temperature truly is. To answer your question ... "No, a low temperature is not a fever." There are conditions that cause a low temp: hypothyroidism, medication side effects, sepsis. See your Doctor.
