No more sex...: The treatment for a concussion is ABSOLUTELY no activity until he is symptom free. The dizziness is still a symptom of the concussion. He should have a thorough evaluation by someone knowledgeable about concussions, and follow the appropriate restrictions unril all symptoms have cleared. A few weeks of brain rest now will avoid months of possible symptoms. See a good doctor ASAP

May be "normal": There can be a number of problems after a head injury that are expected and "normal". Things take time and I would typically recommend seeing a specialist or multidisciplinary clinic for concussion to help out.
