Yes: During your period the cervical opening will enlarge, and the cervix will soften a bit, often it is a bit more soft and filled with blood in its vessels. Between your periods, specifically before your period, more blood is going to the lining of the uterus so less blood is going to the cervix, making it harder and therefore sitting a bit higher.
