Yes, and others: As can other disorders, such as hemorrhoids and anal fissure. Anal cancer is unlikely at your age. If you have these symptoms, please consult your doctor. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. Practice safe sex. Get HPV vaccine.

Yes: Yes anal cancer can present like this but thats not the commonest reason for pain on passing stools and for blood on toilet paper. In younger age group anal fissures are more likely to be the cause. Please see your doctor and get examined.
