Fordyce's spots?: These described lesions are most likely not blisters but small spots of variable size of 1-3 mm. If so, they may represent the occurrence of Fordyce's spot, which are the ectopic sebaceous glands and not related with hair follicles. Of course, it is hard to tell with 100% accuracy without a direct look at. If still in doubt, see urologist or dermatologists. But still ask if you have long foreskin.
