Yes: if you do not suffer from a heart or lung disease, exercise and increasing your stamina. also you can try deep breathing exercises and yoga which will help in increasing lung capacity. important precondition is that you don't suffer from any hear or lung disease or a medical condition causing restriction of respiratory system.

Probably: But first you need to find out WHY you are winded. ?heart, smoking , prior lung damage, asthma component, genetic issues? Please get exam from doctor and tests.

Get tested: If you in general healthy young person and feel extremely winded - it is good idea to have " PFT's" - pulmonary function test. If you not smoker and have no asthma - depends how much you run? Some normal feeling of being " winded " happen. With increasing fitness and gradual training it can improve. But get evaluated 1 st . Be safe. See your doc.
