More info needed: Hard to say much without more information. Frequency of symptoms? Any visible skin problems in the area, like blisters or sores? Is the pain "inside" or more superficial? Herpes, nongonococcal urethritis (NGU) (both easily missed on routine STD tests), prostatitis, and psychological origins all come to mind. See a doctor if symptoms continue.
