More info needed: Hydrocele is a testicular problem (usually harmless), and meningitis is a central nervous system infection, not related to one another. Clarify which problem(s) you are concerned about. Do you maybe mean epididymitis instead of meningitis? Epididymitis and hydrocele might cause similar symptoms....
