No surgery: Usually surgery is nor indicated for this. BUT, it does sound like your xray suggests significant arthritis of the spine. If otherwise in good health, try taking an NSAID (like naproxen) and avoiding potatoes and other vegetables in the nightshade family. If no response, see a rheumatologist.

MRI: It sounds as if there are several factors. If you haven't had an MRI I would. Look to see if there is spinal stenosis that is causing this. Neurosurgeon may be able to relieve some symptoms

Further work up : May want to consider further work up including an mri of the cervical and lumbar spine and a nerve conduction test if your extremities. Xrays don't tell the whole story and there may be a simple solution to your symptoms. If you are not being taken seriously, consider a second opinion.

Maybe unrelated: I see mild anteriolisthesis commonly in people who have no pain. Sometimes it is degenerative and sometimes it is congenital (born with it). Numbness in both hands and feet is not usually associated with central nerve disease. I agree with your doctor that no treatment is needed for the x-ray findings. The numbness in your hands and feet should be evaluated by your doctor.
