You've got the blahs: While this is not a very scientific or medical term, it can describe what is going on. First you need to have your Doctor exclude treatable causes of feeling cold/fatigue: hypothyroidism, anemia, etc. But many times these type of symptoms indicate depression even though you might not feel obviously sad. You are apathetic, I believe. Counseling and/or drug therapy can help, supervised by your Doc.
