Folliculitis?: Several things could do this, but the most common is folliculitis, i.e. pimple-like infection/inflammation, especially if some bumps have pubic hairs in the center. Pubic folliculitis is especially common in young people who shave the area. See a doctor to confirm and get appropriate treatment. If you shave, stop for a couple of weeks.
