I have very itchy, dry, and slightly raised bumps on my mons pubis that are a red-ish brown color. is this just dry skin? what can i do to treat it?

Bumps: It is hard to judge based on just your description. It could be dry skin but it also could be an infection like folliculitis or molluscum contagiosum.
