Can drug use cause autism or any learning disability from father?

No: any drug use by the father is not associated with increased risk of autism or genetic disorders in his children. Multiple exposures of the mother during pregnancy have been associated with increased risk of autism. Recently low vitamin D levels and folate in the first trimester have been implicated.
