Unlikely: Probably you need to see your optometrist. Glasses should not cause constant tearing unless it is in direct contact with the inside of the eye, which is unlikely. There might be something else going on, like allergy to something, foreign body or infection.

Benign inflammation.: This is a common area to have a mild inflammation of tissue. There are tiny glands that can get inflamed. It's not a sign of infection unless it starts getting large and pus starts draining. I would recommend warm compresses. If you develop eye redness or increasing pain and visual changes it would be good to have a more detailed exam done to rule out viral infection of the eye.
